Some good news from FEMA last week: another $137 million in reimbursements for recovery work and HMGP projects. Getting these dollars out the door faster is critical to making sure western NC has what it needs to continue to rebuild.

HMGP funding is for mitigation projects and planning. It doesn't go to individuals or small businesses, unless their properties are being bought out (in which case the building rights are extinguished and any structures removed). There's a big difference between Individual Assistance funds and HMGP.

FEMA grants probably exceed NTHMP at this point, although a lot of that is dependent on states' priorities for HMGP dollars and what else they have in the project hopper

We're just now at the point where there are enough data points to be able to draw some clear conclusions about the administration's changes within FEMA. This is a well-written analysis doing just that, and... it's bad.

HMGP, is Hazard MItigation Grant Program. In short the program provides funds to states & tribes to rebuild bigger, better stronger. Compare it to Public Assistance grants that pay to restore damaged infrastructure (roads, bridges, schools, etc) to pre disaster conditions.

But there is some steady state work and programs with no contract support that is 100%tied to past disasters that cannot pause for personnel to be on constant deployments. HMGP comes to mind. And it’s a program that gets scrutiny if projects are not moving.

Can any FEMA watchers confirm what's happening to mitigation grants (current and future)?
I'm hearing that BRIC is toast, and that HMGP grants will remain but could be clawed back? But those are just rumors. Anyone have examples of actual cuts announced?

The county's conservation focus areas may guide funding decisions, but projects outside these zones still stand a chance at financial support, especially with new open-space opportunities emerging from recent buyouts.

Staff: conservation focus areas guide rankings but do not bar floodplain projects; HMGP buyouts present new open-space opportunities
Staff told LCAB that conservation focus areas were set by GIS analysis for a prior bond cycle and are used to award ranking points, but projects outside those areas remain eligible for county funding; staff also highlighted that FEMA/HMGP buyouts will add county-owned open space suitable for mitigation, trails and other activation.

The WH said its moves on HMGP are strategic. It said it observed "large unobligated balances across the board" for HMGP and is “working with states to assist them in identifying projects and drawing down balances in a way that makes the nation more resilient.”
