In the 2021 IIJA, Congress implemented the Vulnerable Road User Safety Special Rule, which required that states allocate at least 15% of HSIP funds to bike/ped safety *if* at least 15% of state road fatalities were bike/ped.

MDOT SHA says their crash data & summary reports shouldn't be public, cuz otherwise
1️⃣they wouldn't seek important & valuable information about highway safety
2️⃣they couldn't have candid debate about the Highway Safety Improvement Program
3️⃣the public could use it to find out why SHA makes decisions.

In this case it was OakDOT. The application for the HSIP grant which funded that section was written for a painted buffer bike lane & staff claimed they couldn’t upgrade it to protected.
