It's on legislators (or outside advocacy groups) to draft legislation. HSRA can say they are in need of help and specific help but it's not on them to draft bill text, and even then they can't introduce legislation.

The problem is that farmers and ranchers have an extremely lucrative, free resource from the government (basically free water to irrigate low-value and feed crops) and there is precisely zero political will to take that away from them and so instead we're going to do an ecological disaster.

Yes, per HSRA there's ~350 trains there. Adding two 4TPH lines will bring that up to around 500 not far off Clark Jct on the north side L.
Freight doesn't need to run through A-2 to cause delays. A freight losing air west of Berkley could delay Metra trains. Grade separation buys recovery margin.
