This is a massive factor that must be dealt with, why has competency/qualifications integral in new regulations applying only to social housing?
Aiming regulations at social housing providers disadvantages private renters and they often have the most unscrupulous landlords!

Why is this widescale & blatant fraud not simply illegal? Seriously now, arrest a couple of board members and lock them up, that's how to deal with these criminals.
