I've read the "modernization initiative". It mentions, repeatedly, how no new coal mining will be approved without stringent water safety. Where are the links to studies regarding "underground mining" and/or "highwall automated underground mining" that proves water safety?
Did you receive a second PFO from Minister Jean?
Have a look at the statement of claim from Atrium, explaining how they can only open pit mine. Looks like the “modern coal policy” does nothing to protect us from litigation.

part of me not liking that game is I don't think the section from the highwall to the road of sacrifices is particularly fun especially since your equipment is kind of really limited if you aren't killing npcs (thing I don't like doing generally)
