Yes, although as Thalys has stepped back from that route, DB has stepped up the number of ICEs a bit (and might do a bit more once all the ICE3neo trains are delivered).

P.S. Belgian policy, too. I'm in the city limits of Brussels and have been for 5 minutes but the train is moving at bicycle speed. HSLs 2-4 are all incomplete in ways that produce the same average speed as ICEs on mostly classical lines.

1. The grid-like 2D rail network, with mixed regional and high speed running, with the ICEs propagating delays between nodes. It also allows multiple plausible routes between origin and destination.
