Pretty much. Handing income-producing assets over to autonomous IGOs that can spend the revenue on humanitarian work (or reinvest surplus in better years) would be the ideal way to do this.

The destruction of USAID is absolutely a massive crime, but if we can't be trusted to reliably fund and provide humanitarian aid, I don't think rebuilding it is necessarily the best response as compared to permanently transferring resources to IGOs.
