I was skeptical about the possible impact of the ILSOS plate reporting initiative, and I still am, but revoking plates that are held by rental car companies is an interesting approach I hadn't considered. DHS isn't gonna give a shit about it, but this tactic puts some pressure on the rental firms.

The distinction isn't made in statute, IIRC. But safest to wait for the model-year threshold to roll around because that's what ILSOS staff are likely to use when adjudicating.

“Flipping license plates or altering them in any way to avoid detection is strictly prohibited in Illinois. Penalties include fines and potential jail time.”

Put this in the back of my head but all of us need to partner up with the ILSOS as Ride IL did and pass a safety omnibus. IL lags in these areas according to NHTSA/NTSB. We can do much more than this
Decrease the blood alcohol content limit from 0.08% to 0.05% Prohibit slip lanes in urban areas Booster seats until a child reaches 57", then children sit in the rear seat through age 12 Increase the number of hours of driving practice from 50 to 70.

Using the word "former" because ECCSC still appears to be inactive or dead, though he still lists the org in his socials. The org is not in good standing with ILSOS, no 990 filed since tax year 2022, a recent city inspection calls their building vacant, and the ECCSC-branded cars outside don't move.

Just checked 625 ILCS 5/3-804.01, which covers EA plates (not expecting you'd do AV plates). It uses the text "more than 25 years of age or a bona fide replica thereof", which would likely qualify a vehicle based on date of manufacture, but probably not worth the hassle of arguing with ILSOS over.

Point of clarification: ILSOS splits Chicago out from Cook County. Trends are going in the same general direction (city has 1,162,570 registered vehicles today vs. 1,171,220 in 2015, -0.7%) but the entirety of Cook County has far more registered vehicles than shown. apps.ilsos.gov/departments/...

Update: See below for the full letters btwn Evanston and Flock. I'll note that the city directly invoked a Flock T&C section requiring compliance with all laws and ordinances with reference to the ILSOS audit findings, which seems like "clear identification of the alleged breach" to me.

(“Flock”) (the “Termination Letter”). The Termination Letter is replete with conclusory and unsupported assertions of fact and of law, in support of an unspecified and equally conclusory allegation that Flock has committed a “breach” that is “material, intentional, and cannot be cured.” Your letter further states that “[T]he City will not entertain remediation efforts or renegotiation.” As an initial matter, Flock denies categorically that it committed a breach of the agreement, or any violation of law. As to cure, section 7.2 of the Flock Safety Terms and Conditions, cited in your letter, clearly establishes that “[i]n the event of any material breach of this Agreement, the non-breaching Party may terminate this Agreement prior to the end of the Term by giving thirty (30) days prior written notice to the breaching Party; provided, however, that this Agreement will not terminate if the breaching Party has cured the breach prior to the expiration of such thirty (30) day period (‘Cure Period’).” We are aware of no legal basis for your apparent belief that the City may relieve itself of clear and unambiguous contractual obligations, simply by declaration, however emphatic, of its intention not to be bound by them. Flock is likewise aware of no substantiated basis for the allegations contained in the Termination Letter, and is therefore presently at a loss as to what measures we must take within the Cure Period to fulfill our obligations under Section 7.2. We therefore will consider the Cure Period to be tolled until such time as you respond with clarification and/or substantiation of the allegations in your letter, including, without limitation: 1. Your allegation that Flock has “committed a clear and serious violation of both Illinois state law and Evanston municipal code.” 2. Your allegation that Flock “unlawfully made data collected within Evanston and the State of Illinois available to federal agencies … in direct breach of the Terms and Conditions of our agreement; and 3. Your allegation that Flock committed an “intentional and unauthorized disclosure of protected data.” Please specify what actions or omissions by Flock constitute the alleged violation(s) and/or breach. To be clear, we believe you are responding to recent public statements and allegations that are themselves unsubstantiated and incorrect. It is our hope that by affording us the opportunity to respond to specific allegations, as is our right under the Agreement, that fact will become apparent to you. At the instruction of the Evanston Police Department, we deactivated all Flock cameras within the City of Evanston. Our intention and our hope is to address your concerns proactively, once you have identified them with specificity, and resume our partnership. Please be advised, however, that absent clear identification of the alleged breach and the contractually-required opportunity to cure, we will take all necessary steps to enforce our Agreement, which is in effect until January 24, 2029. I was sorry to learn at the Advisory Commission on Disabilities meeting that the ILSOS isn’t going to adopt the proposed accessibility icon across the state. (Cost? Scope?) But just because it won’t be on IL transportation signs shouldn’t stop local businesses from using it.
