Staff reported about $9 million in prepaid benefits (roughly $5.8M prior year and $3.1M for current months) and identified an IOU to Burlington City of about $3.1M. Brad said the FY27 revenue benchmark is $20,553,662 and that July–August collections were about $1.3M.

Oh fair enough, I was just lost spiraling over "lack of filibuster"
I do think one of the shut downs, because of length, did break some people. Back pay can happen, but also plenty of people dont do rent based on IOU, so back pay after being evicted from an apartment kinda is moot.
