I think there is a lesson to the fact that the most pro-Israel Democratic president in history ignored his base and a significant contingent of his own Congressional party, including Nancy Pelosi, and the end result was that Israelis say he wasn’t pro-Israel enough.

It is opposition to "the public consensus and government actions of the nation state of Israel", or more colloquial "Israel", yes.
I think framing it as opposition to “Israel” is sort of wrong. It is opposition to Israel in the sense that the anti-apartheid movement was opposition to South Africa, which is to say that it is against a policy deeply embedded in the structure of the government, but not the state per se.

If Israel wanted to avoid the explicit comparisons to Jim Crow or to apartheid South Africa then Israel should have chosen to not impose a racial regime onto Palestinians for the last 75 years which clearly violates international legal standards against racial discrimination.
Worth noting that apartheid actually has a legal definition under the 1973 Convention on the Suppression and Punishment of the Crime of Apartheid and the 2002 Rome Statute.
Israel plainly violates the definition in both cases— the ICJ implicitly agreed in its 2024 ruling on the occupation.
