Too many people never learned what the term “data center” meant before hearing it in the context of generative AI and it shows. I want data centers and IXPs everywhere. Internet infrastructure is good. I do not, however, want these data centers to be full of GPUs making my energy costs skyrocket.

Nope. US intelligence agencies can and do intercept this data. They don't need a warrant because they can just sit on the IXPs coming into the USA and suck up the data.

We can't really do anything with that We need to manage the servers ourselves and those need to be highly reliable providers in reasonable data centers with good networks including ideally having decent transit providers and ideally also decent peering on IXPs for at least the local region.

Btw I want to add that in areas of the world with less redundancy (much of the southern hemisphere, esp Africa) a cable fault is a much more significant issue for end users. There are still ways to create resilience through IXPs and other backups, but they need more cable redundancy, too

DCops are already trying to deal with the negative publicity by calling them "net centers", "edge nodes", or "internet exchanges" (though IXPs are a special class of them)
but also, for the most part those ones are easy to hide - they often exist on a couple floors of an office building or telco CO

As CUSMA review talks loom, Canada should keep Canadian internet traffic in Canada – CIRA
Domestic” internet traffic can detour through the United States before returning home. That matters far more now in the current context of trade friction and geopolitical competition.

netflix famously has caching nodes at almost every co-location center, and, depending on ISP, also has nodes located just one step above neighborhood trunk. these nodes had both SAS drives and large RAM arrays. it's inaccurate to say "80% of internet traffic" because little of it crosses IXPs!
