I think I've found the source of all this confusion (contradictory JPAC advice), and the end result seems to be that a subset of trans women are at risk if they donate.

This racist bill will be heard in the CA assembly tomorrow. State legislators are jamming this bill through on behalf of Israel & the Israeli lobby like JPAC. AB 715 elevates the concerns of zionists & assigns an anti-semitism czar to police educators.
Similar to how the Trump admin, the California Assembly is trying to push through legislation that would expand the definition of "anti-semitism" & discourage teachers from developing lessons on Israel's apartheid & genocide

I explained to her that the JPAC guidelines say that recovery rate is based on testosterone and consideration needs to be given to the patient’s treatment and hormone levels. She then went on to say that they are just guidelines and NHSBT have their own.

When I started the director was looking for a living guy, so it was the whole POW group. Eventually it moved over to JPAC, so that makes sense.

It’s not clear what has gone wrong here as it only came to my attention today when @mintopia.net donated blood. The JPAC guidelines are quite clear that haemoglobin levels and recovery rates are endocrine linked so may be an administrative error that can quickly be resolved.
