the tricky bit for data portability between radically different AP implementations is that theres no repo/car file equiv (exc debatably RDF...); AP is serialized as jsonld over the wire so the only reasonable canonicalization for packing up data takeout is... a huge pile of json (or rdf?). 🫠

it’d be okay to use just a fragment if there was a base uri, but also i think jsonld processing of `@base` is buggy when there is more than one colon

the way you get around this is just use the full uri as the id. using just fragment is “weird” to say the least (especially if you plan to ignore LD)
