Multiple residents urged the court to deny or delay a proposed UC-7 to UC-1 rezoning at 2747 Lancaster Road and two nearby applications, warning of increased accidents, drainage problems and the erosion of agricultural land and local farming livelihoods.

The fiscal court conducted first readings for three land-use ordinances (2026-004, -005 and -006) affecting properties on Lexington Road, Duncannon Lane and Lancaster Road; each was described as a first reading following a planning commission public hearing on July 21 and will return for a second reading at the next meeting.

In a long July 21 meeting the commission recommended several land-use and site-development requests to the fiscal court, including Indigo Run Phase 8 plat approval, a site plan for 3187 Irvin Road and multiple rezoning recommendations along the Lancaster Road/Duncannon corridor; residents repeatedly urged traffic, stormwater and archaeological studies.

After two hours of presentations and more than a dozen public commenters, the Madison County Planning & Zoning Commission voted to recommend rezoning 2494 Lexington Road to UC-5 industrial for a proposed Central Kentucky Business Park Authority project, sending the matter to the fiscal court for final action.

On July 14 Madison County Fiscal Court approved a $555,000 LARP MOA for resurfacing, voted to request permission to exceed the 65% road-fund expenditure limit because of June flooding, and awarded an emergency paving contract to the Allen Company to speed repairs.

County staff heard an update July 14 that the Bluegrass Chemical Agent Pilot Plant closure is progressing with demolition and administrative closeout on a projected schedule; depot officials outlined new projects including a metal shipping facility, an energetics plant and centralized security monitoring.

Public commenters on July 14 told the Madison County Fiscal Court the geotechnical report for a planned Central Kentucky Business Park purchase shows sinkholes and highly weathered limestone and urged a CREST survey and a work session with the geotech firm before the planning and zoning hearing July 21.

A magistrate proposed considering a temporary moratorium on data centers until state legislation is complete; several residents urged delaying major land deals (including a 722-acre Carr property and Triple Crown Park acreage) until the incoming administration reviews them. The court agreed to research model language and possible work sessions but took no immediate moratorium action.

The Madison County Fiscal Court voted to reallocate $682,500 in ARPA funds originally set for utilities pump-station work to the Northern Madison County Fire Station, after county staff said the utility project was at risk of not obligating the funds before the federal deadline.

A resident asked whether a data center is planned for the depot and about a 722‑acre sale; the judge said House Bill 900 allocates $20 million to the Central Kentucky Regional Business Park Authority and that the 722‑acre parcel's sale price is just under $19 million, with infrastructure financing to be determined later.
