We should sanction countries which commit massive human rights violations: Iran, Israel, UAE, KSA. Support the Turkish-Kurdish reconciliation and the democratisation in Syria. Shore up Lebanon.
But these are all diplomatic / trade policy problems. There are no military solutions.
