How the Land and Water Conservation Fund funds local parks and outdoor recreation
What is the Land and Water Conservation Fund? The Land and Water Conservation Fund (LWCF) was established by Congress in 1964 to protect natural areas, water resources and cultural heritage sites and to expand recreation opportunities for people across America. To compensate for the environmental damage caused by offshore drilling, the program is funded by revenue from offshore oil and gas leasing. Most LWCF funds are split into two buckets: Federal land acquisition to add to national parks, wildlife refuges and other public lands and Grants to support state and local conservation and recreation projects (“Stateside” funding). In addition to these two buckets, LWCF funds support federal programs such as the American Battlefield Protection Program, the Forest Legacy Program and the Cooperative Endangered Species Conservation Fund. From 1964 through 2020, Congress routinely “raided” the Fund, using the revenues to cover expenses unrelated to nature or outdoor recreation. In 2020, Congress passed and President Trump signed the Great American Outdoors Act (GAOA).
