City and police representatives agreed base pay is the top priority in ongoing bargaining, with both sides asking for clearer costing assumptions and spreadsheets to reconcile total annual impacts.

City negotiators and union representatives discussed proposed changes to Article 12 of the police contract — including raising investigator time-in-rank from three to four years, removing oral interviews for investigators, adding point deductions for suspensions, and altering educational requirements — and agreed to cost proposals and meet again on June 10.

The Laredo Police Department told the City Council that Flock license‑plate readers are vehicle‑identification tools that do not perform facial recognition and that grant funding of about $6.5 million has supported cameras, drones and personnel.
