Carrying a three inch or longer fixed blade while in command of or crewing a boat in open water doesn't need a specific separate legal basis. Racing crews often go to sea with knives that would be hugely illegal in London streets strapped to their lifejackets. It's the piracy that's the crime.

did it dawn on us that we had no radio or lifejackets ...and you could no longer see land....we didnt see owt, often think about it..had to force a fiver on him for fuel
