Probably the best example of a collapse in the uptake of carbon dioxide on land (LULUCF) is in Finland.

A significant and sustained carbon sink turned into a source in 10 years.

Sweden has reduced its GHG emissions 38% since 1990 when excluding LULUCF (removals on land).

When LULUCF is added, Swedish GHG emissions have risen 11% since 1990!

Careful if including LULUCF in your GHG target...

Finland has a goal to be net zero GHG emissions by 2035.

Emissions were declining, the LULUCF removals were strong, the plan was looking good, but then LULUCF collapsed.

Net GHG emissions have actually risen over the last decade!

Das Klimaschutzgesetz sieht für den LULUCF-Sektor konkrete Minderungsziele für die Jahre 2030, 2040 und 2045 vor. Hier ist auch nix mit übergreifender Sektorrechnung wie bei den traditionellen Sektoren – LULUCF wird konkret in Paragraf 3a geregelt, unabhängig.

Some political parties in Norway want to include LULUCF in the Norwegian emission target.

From 1990, net GHG emissions have declined 10% compared to 1990 (vs 4% ex LULUCF), but have risen 24% since 2010.

The land sink is volatile, so including LULUCF is risky business!

After several years of a declining sink, LULUCF is making a recovery in Sweden.

The 2026 GHG inventory submission has a sizeable revision to LULUCF in the last years.

The drop in CO2 uptake on land (LULUCF) in Finland and Sweden isn't without political consequence.

Finland and Sweden now asking the EU for more flexibility. Norway has also made similar comments (but is not an EU member country).

Näyttää vääjäämättömältä ettei EU:n LULUCF sektorilla ole millään maalla päästöoikeuksia myytävänä.

Ei avata LULUCF sääntelyä. Sen sijaan perustetaan maksuista sakkorahasto, jonka varat käytetään syöttötariffijärjestelmän periaatteella teknisten hiilinielujen tuottajalle. Suomella vain voitettavaa.

The EU has a target to maintain land use, land-use change, and forestry (LULUCF) at -310MtCO2/yr by 2030.

Currently, LULUCF is moving in the wrong direction, due to climate impacts and increased harvest.

Der Sektor #LULUCF jetzt keine CO²-Senke mehr, sondern eine CO2-Quelle weil der Wald 🌳🌲 infolge der Klimakrise abkackt.
Ebenfalls eine gewaltige CO²-Quelle innerhalb von LULUCF:
👉 entwässerte Moore mit ~54 Mio t CO² Äqu.
Da hilft nur: #MoorMussNass
Die Restemissionen müssen durch Senkenleistung des Sektors Landnutzung #LULUCF und technische Senken ausgeglichen werden.
Der Sektor LULUCF wird jedoch nicht mehr als THG-Senke, sondern als Quelle ausgewiesen. Der Grund: der schlechte Zustand des Waldes.

The EU has released its latest GHG emission inventory, with data up to 2023.

The good news, GHG emissions continue a downward trend, currently 37% below 1990 levels.

The bad news, a significant downward revision of land-use removals (LULUCF).

Om man undantar skog och mark (LULUCF) har Sveriges utsläpp minskat med 38% sen 1990. Men hög avverkning och dålig tillväxt gör att upptaget av koldioxid i skogen minskar. Så om man räknar in LULUCF har utsläppen istället ökat med 11%. Källa @glenpeters.bsky.social

Every year that countries report emissions to UNFCCC, all the data points in all years are updated based on new methods, data, etc.

For the land sector (LULUCF) the revisions can be substantial (reflecting large uncertainties).

This is how Sweden's LULUCF sector has evolved over success reports!

If you wonder why we keep talking about land use in Finland, see the light green LULUCF figure.

It's hard to be carbon-neutral in 2035 according to our target when the 'neutral' part is almost gone. No reductions in transport.

As things look bleak in EU LULUCF, they look extra bleak with German LULUCF.
Last year they thought their forests were a -40 MtCO2/a sink. Now thy have realised that it is a +10 MtCO2/a source.
End result; total LULUCF for 2023 is +68.7 MtCO2/a
