The fact that procedural fluency and conceptual understanding are even viewed as separate things should be a big red flag in the world that something is fundamentally wrong with how mathematics has historically be taught.

Reading is an important, but small part of Language Arts/Literacy.

Applying lessons learned from teaching reading to the entirety of Mathematics would be like applying what works for phonics to teaching how to write an essay.
