I unironically think German university leaders should go to Canada and learn from how it implements course modularization. (I don't know Italy at all, but from what I know of other Western European countries it probably needs to do the same.)

And by "starting" I mean "started months ago." NC on all subjects, no resits (exams should be passable the first sitting), 1-2 mandatory midterms per semester to break up the grade a bit, more modularization (Israeli module structures, otherwise German, do it and it's fine).
