NavCanada is a neat example that fixes both the US ATC modernization and free rider problem. NavCanada is a private non-profit which has done significant modernization (including no more paper flight strips) but is funded purely by charges to all flights, both private and commercial.

Just when runway incursions of this severity had dropped by half. The FAA, long the global leader in safety, will soon be no longer. EuroControl and NavCanada will be the ones to look to. Just like our foreign policy, MAGA is hellbent on ruining US aviation.
A Southwest Airlines plane was forced to abort its landing this morning after a private jet taxied in front of it across the runway at Midway Airport in Chicago.

Interesting contrast with Canada. Because our ATC was privatized as an independent non-profit, fees are the way it funds its operations and upgrades. Thus, NavCanada charges private jets fees based on weight, distance, and flight time with no discounts over commercial flights (which it prioritizes).

Most gate agents, checkin agents, baggage handlers work for the airlines. The ATC controllers work for NavCanada. Security screeners work for contracted private companies (GardaWorld in Central Region). What’s left is basically plows, tugs, and some customer service.

This is probably the most safety critical thing (along with more basic tarmac and building maintenance) that airports in Canada do. Pearson airport already contracts out bird control even.
There could be an argument for airport fire services to be brought under NAVCANADA as they dispatch them.
