Learned a lot. Linux and Enhanced 2K Broadcasting is not ready. 2 big problems.
1. Lower bitrates were playing old audio from 10 minutes in the past randomly.
2. AMD HEVC is better than what it was a few years ago but it still isn't as clean as Nvidia's NVEC codec.
Going back to 1080p for now.

With encoding, Sony Vegas stopped supporting NVEC encoding on newer gpu drivers unless I buy the newest version of their video software.

Don't get any of the horseshit texture packs or filters or whatever. Get the 4gb patch, the anti-stutter patch, and the anti-crash mod. Maybe consider a UI mod if you want. NVEC mb.

Dr goggle said to change the encoder to nvec so I've done that and I *think* it did help the slightest little bit but its still not quite there.

IIRC a videocard can only do something like 3 write things at a time, so make sure OBS isn't local recording, the new steam recording feature & Windows game bar & even Nvidia app are OFF.
I think it's why most streamers run 2 PCs.

If you want a gratis video editing software that includes GPU acceleration in transcoding I've often used shotcut.
It is not at davinci's level (color grading is quite manual) but for non-pros it is a pretty good editor.
Does require ffmpeg instead of ffmpeg-free to get nvec working iirc.

I've been using shotcut for video editing in Linux but I've never seen how it works with hardware rendering, i only could ever seem to get vaapi to be recognized as a hardware renderer, never NVEC.
Odd considering OBS could see both GPUs.

Capture card would be cool. Although, you can already use Nvec via Obs to record gameplay if it's your pc it's recording. However if you plan to record footage from consoles, then a capture card is pretty good.

I legit don't know if a crappy little machine with an Intel graphics card can keep up, but if you look for a cheap Nvidia one, I presume NVEC should be fine?!?

My understanding, as someone who only uses amd stuff on Linux for quite some time, is the chipset matters immensely when it comes to nvidia cards, and what features work well.
Last nvidia card I used required me to swap to freeworld drivers to utilize NVEC hardware encoding, but cuda worked ok. 🤷
