The "freedom to break the law" argument goes out the window. If I turned on the "detect speed limits" feature, I'm just operating the car in some approximation of "obeying the law". What you do at that point is up to you.

I think it's hard to say for sure. Armies right now are obeying illegal orders on the regular, and it is an institution where they definitely spend more time training individuals to obey orders than otherwise. I don't think this is a uniquely UK thing, though. It seems all over.
