Part 1.
Obs> File> Settings > Output.
Turn on Twitch VOD track. Set to any number you want, remember this number.
Set your audio track to a different number. Make sure you also remember this number.

Save and proceed to the second picture.

Part 2.
Right click an open space in the audio mixer space in your OBS UI (not pictured here) > Select Advanced Audio Properties > Recall the VOD audio track you want and set the tract to that numbers.
> Now select the tracks you want people to hear during the live stream.

Save.

Here you see my VOD track is 2, so I only want game audio saved and uploaded to twitch.
My livestream track is 1 and will feature myself and discord friends talking.
