The corporate low energy state is “avoid pissing people off with negative headlines”. Most corporations want to avoid messy PR battles and will do their best to do their messiest work out of view, which aligns neatly with the public low energy state of “go inconvenience someone else”.

I suppose I'm being similarly cynical but in a different way. To me, it's a byproduct that fulfills PR goals, but doesn't generate meaningful amounts of revenue or improve the models by releasing it. Therefore it gets minimal effort, and if it generates *any* headlines, then so much the better.
