Staff presented a proposed intergovernmental agreement (IGA) with Houston County to memorialize predevelopment coordination and document that county water connection fees for county customers served via transition meters are payable to the county and passed through by the city; no approval vote appears in the transcript.

The council approved an IGA that replaces prior infrastructure agreements (except one from Aug. 2023), formalizes predevelopment review procedures, and establishes a city pass-through for a Houston County water connection fee to be collected by the city and passed directly to the county.

Perry council voted to cancel its contract with consultant TSW and to request technical assistance from the Middle Georgia Regional Commission, with the commission outlining a timeline to post a draft for public comment by late October and submit to the state by mid-December to meet a Feb. 28, 2027 certification target.

City staff said the state modified school-zone photo-enforcement law and the municipality will request that license-holder duties transfer from the Board of Education to the City of Perry; cameras will remain in current speed zones except at Perry Middle School.

City staff recommended approving an agreement designating the Perry Area Convention and Visitor Bureau as the city's DMO, committing 40% of hotel/motel tax receipts to the CVB, creating an independent five-member annual performance review, and requiring a dedicated sales and marketing hire.

The Perry City Council heard that the new East Perry Wastewater Treatment Facility began receiving flow and unanimously approved a series of GWS amendments and contractor change orders covering engineering, construction oversight and a change order for Bear Branch improvements.
