Back in my day if you kept getting unwanted popups on every website you visited, that was a clear sign of malware infestation.
"This feature will reduce the number of popups" is a leading indicator - an observable fact. We do not even need to code anything; draw a user journey and cross out some of the popups on it and that's already testable.
But "reducing the number of popups will improve NPS" is still just a *belief.*
