You can do either depending on how much snow you’re getting. I’d just a little the presalt will melt it. If a lot then just wait and shovel then salt so you’re not wasting your salt

If it's helpful, I hired a place that comes out before EVERY predicted snowfall to presalt. And then they come back every ~6" of snowfall or when snow stops.
