Reforming procedures must include strict ethical rules that apply to all three branches of the government. SCOTUS takes the position that Congress can't impose ethical requirements on it or the presidency, which brings us back to your second point.

I am appalled by this entire situation, but at the same time I kind of understand how everything got messed up once they called 911. They'd better have procedures in place if, God forbid, there's ever a next time though.
