Washington, DC A Relatoria Especial sobre Direitos Econômicos, Sociais, Culturais e Ambientais (REDESCA) da Comissão Interamericana de Direitos Humanos (CIDH) manifesta preocupação com os impactos crescentes que grandes obras de infraestrutura digital em particular centros de dados de grande escala podem estar gerando sobre os direitos humanos nas Américas, com especial incidência sobre os direitos econômicos, sociais, culturais e ambientais (DESCA). A rápida expansão dessas infraestruturas, apresentadas como habilitadoras da transformação digital, caracteriza-se por uso intensivo de recursos hídricos e energéticos, o que pode agravar a pressão sobre bens essenciais, afetar o custo e a disponibilidade de serviços básicos e gerar riscos estruturais ao gozo efetivo de direitos como o acesso à água, à saúde, a um meio ambiente saudável e a condições de vida dignas, particularmente em contextos de crise climática, estresse hídrico e desigualdades persistentes.
