The association cites low unloading rates at a number of Northwest ports, including a lack of port capacity, as reasons for the failure to approve applications for the transportation of steel products. The FSB has uncovered a "kit" scheme used in Russian Railways FSB Public Relations Center/TASS Security forces have disrupted a kickback scheme involving contracts at the administrative and economic department of Russian Railways . An FSB operative announced this in a video published by TASS . It is specified that the corruption scheme involved accepting bribes amounting to 10% of each payment and 7% of the contract amount. The contract with the bribe-giver was concluded through a "competitive negotiation" procedure, which involved a simplified procurement process and required approval from the Central Directorate of Procurement and Supply of Russian Railways. According to the investigator, during the investigative operations, information was obtained indicating that the company's administrative and business management was operating a system of "kickbacks" from representatives of contractor organizations, with whom, in exchange for compensation and favorable terms, contracts were concluded, work was accepted favorably, funding was increased, and general patronage was provided. The FSB officer added that as a result of operational actions in Moscow in 2024, all members of the criminal group were identified and detained. The Moscow City Court previously upheld the Basmanny Court's verdict against Oleg Kirillov and Alexey Savchenko , former deputy and first deputy heads of the Central Directorate for Procurement and Supply at the Russian Railways branch; Denis Streltsov , deputy director for economics and finance at the administrative and economic department ; and Denis Andreyev , former head of the transport department . They were found guilty of accepting a bribe on an especially large scale (7,365,000 rubles) from a contractor. The total amount of bribes alleged against the defendants is approximately 105 million rubles.

INTERFAX.RU - A court in the Irkutsk region found four former employees of Russian Railways divisions guilty in a criminal bribery case, the Investigative Committee of the Russian Federation (ICRF) reported on its Makh channel. iBetween 2021 and 2024, employees of Russian Railways, acting as part of an organized crime group, received bribes totaling 88 million rubles from the transport company's CEO," the report states. The East Siberian Transport Prosecutor's Office, in turn, reports that the bribes were intended for unimpeded and prompt servicing of train cars at stations and priority rights to transport freight. ¿Furthermore, they paid bribes to other officials in exchange for information on planned cargo volumes and official negligence. The defendants pleaded guilty and actively cooperated with the investigation," the statement said. According to the investigation, the sum of these bribes amounted to more than 10 million rubles. Conspiracy measures were taken to conceal the illegal activity involving 10 individuals. Their criminal activities were stopped by regional FSB officers. Depending on the role of each, the defendants were found guilty of receiving and giving bribes in large and especially large amounts (parts 5 and 6 of Article 290, paragraphs "a, b" of parts 4 and 5 of Article 291 of the Criminal Code of the Russian Federation).

The Rate Hike for Russian Railways happened 1 October this year.

But this rate hike had been occurring in the month December previously, which means the Russian government moved it up.

I was asked this before, so I want to include this early.

Was 2009 especially bad? Yes. In fact, Russian Railways loading never fully recovered from the Great Recession. You’ll see the difference later on when we get into the data tables.
