Having Sortition or rotating offices or Recallability (all good things imho!) still requires membership lists and such. Ya do need some structure, honestly more structure if ya want to do it that way (or else it collapses back into personalism and courtier games imho).

While Congressional and federal court term limits would go a long way, I think more important and more exigently needed is a mandate for recallability of all elected officials.
