Fees, fees, fees. Recently read about an SB1123 project in Santa Monica that was canned because of nearly $500K in “affordable housing” fees.
Open thread: what needs to be fixed with SB 684/SB 1123?

Allow TOC incentives to apply to SB1123 projects? SB1123 seems to have flown under the radar but it sounds wild to me. Like can you add ADUs to SB1123 homes? SB9 the newly created parcels?

What could you build on a typical Altadena lot using SB1123?

ADU reform was effectively a back door upzoning of SFZ. This has been followed up with bills like SB9 and SB1123

This fire survivor thinks he has a greater right to the neighborhood land *he doesn't own* than the larger number of people that would be able to live there if sb1123 were followed.

The minority's interest in low-density seeks to harm the majority.

Any reason you can’t SB1123 subdivide a SB79?

Happy SB1123 taking effect day for all who celebrate! This California state housing law passed last year is now in effect, and allows up to 10 homes to be built on vacant lots in many single family zones. 🏘️🏘️🏘️🏠

Fourth, you’re going to use SB1123 to subdivide each vacant lot into 10, 2,000 sq ft lots. You will need to repeat this process five times for each lot.

This should be much quicker and cheaper than step two.

It _should_ be an SB1123 project but we take what we get

SB9 hasn't done much because of restrictions in it but AB803 (and now SB1123) is so much more useful

Since most new homes built in Berkeley are rental apartments, there's a shortage of homes for sale. As a result, townhouses are likely to be popular under Middle Housing.

Using state law SB684/SB1123, a lot can be subdivided so that each townhouse is on its own piece of land. 10/

I was at the Council of Infill Builders Infill Housing Summit last week and have written a post about the land use panel where the successes (and misses) in California land use law were discussed. SB1116 just passed this week! #housing

Varied a bit but pre-progress required IZ or in-lieu fee on anything larger than 2 units, progress was reducing this to anything larger than 5 units for SB684/SB1123 projects, and post-progress was snapping this back to original policy.

Isn’t this happening in Santa Monica with SB9 or SB1123 projects?

How much pushback is expected there? I should think the ICC will whisper in some ears. But four-story townhouses versus three-story feels minor & making them duplexes makes it worth the trade-off IMO. More SB1123 projects

Are they relatively new, or from a while ago? With SB1123/SB684 (allowing up to 10 homes per lot) + AB2097 (removes parking requirements near transit), I can see this design becoming very popular across California.

You can use SB1123 on a single family lot too if you leave a remainder parcel. You can't typically ADUs with 684/1123 projects though (but you'd already max out the lot before you hit that point)
May 15, 2026 at 4:07 PM
Has LA put that in writing anywhere? I know that sb1123 isn't even live yet but could you get the whole thing with all the new houses and ADUs approved/permitted in one go?
