Julie Le spoke at the SD38 DFL Convention, which seems to have been the first public announcement of her candidacy. SD38 is located in CD3 and CD5 (mostly CD3).
Her campaign kickoff is in Brooklyn Park, which is in CD3.

But he was a total ideologue and ineffective. I thought he'd run for governor.
