Yes it is. I own a stromer st3 speed pedelec which is limited to 45km/h. On the meter it reaches 49km/h. This bike is obliged to use the regular road within city limits where the speed limit is 50. You wouldn’t believe the rate of agressieve moves and break checks because i’m “driving too slow”.

Oh believe me, Sound Transit is just as bad at this. It’s been 10 years since ST3 passed and the projects are all delayed, in some cases by decades. An enormous failure.
Fourth: relatedly, transit agencies in the US, apart from maybe in Seattle and LA, don’t really know how to get big projects going. They are extremely reliant on consultants. They have forever processes to make decisions. They experience delay after delay after delay.
