Biden literally did the mythical One Phone Call that would stop Israel in it's tracks, &... it didn't stop Israel in it's tracks.
Plus you have to square it with the reality that:
1) Biden did threaten to cut off military assistance to Israel,
2) Bibi interpreted it as Biden *actually* cutting off aid
