Quand je lis "souveraineté" je pense aux modèles comme SciPost : ce sont les institutions et opérateurs de recherche de différents pays qui participent au financement de SciPost. C'est un modèle très vertueux avec une forme de "souveraineté". Enfin je crois.

Aber eigentlich bräuchten wir auch nur arXiv und sciPost (oder ähnliche overlay journals). Scoap3 können wir nicht kündigen, weil wir sonst historische Artikel verlieren.
