I wonder if that is due to incompatible version of TLS, like using Windows PowerShell (5.1) to connect to something where TLS 1.2 only is allowed

A line of Visual Basic code. The programmer has hard-coded the SecurityProtocol policy in ServicePointManager to SecurityProtocolType.Tls12, indicating they did not understand the right way to resolve a TLS cipher mismatch with a server that no longer supports TLS 1.1.

fwiw there's also a Windows variant from the same place, a few layers of decoding deep, it's fetching a zip file from the same place with a Windows user-agent.
the zipfile seems to be password protected, so they're hosting their own copy of 7z to make sure victims can decrypt zips lol.
