BTW, I also love the FTA (or FRA) "Sitework & Special conditions" category which has essentially become a catch all for all king of civil works that aren't embankments or bridges. So a retaining wall or a slightly special foundation end up there.

Yes if they are off-site volumetric modular they are inspected at the factory by an HCD approved third party inspector (the same company that approved the plans). Foundations and sitework need to be approved by the AHJ

i'm not sure what the status is on the 400mw reactor's sitework, but targeting 2030, which is still a few years off, but they have the purchase agreements in hand, and are just finishing the smaller prototype that will hopefully be online by the end of the year to confirm if can do 2:1 energy gain.

The benefits aren't big, is the point of quantifying them - most of the job creation is for sitework consultants and such rather than for actual manufacturing workers, and much of it leaks to the vendor through higher modification costs.
