That would depend on how rigid your definition of communism is. A hereditary supreme leader worshipped to the point of religion isn't particularly communist, but would be a feature of an authoritarian party state - same with il's Songun doctrine.

I agree that we should be doing more to stop them. If international law was real we'd be invading them to topple the regime and bring war criminals to the ICC.
But it's a colonial outpost of 9.8 million. Their military depends on Western handouts. Without it they'd have to commit to DPRK songun.
