The organization in which the political commissar is just the 2IC of the unit is more recent than that - I think it's part of the post-Gulf War reforms to Westernize and de-Sovietize the PLA but I'm not sure.

Have to wonder what happens with the sizable chunk of the Moldovan population that still supported russia. Do they de-Sovietize as they see new opportunities? Do they act like their peers in Hungary and Slovakia, and subvert the EU from within? Or just return to russia?
