It's extra important when, eg, the site is being hit by a spamwave. Nobody likes to see followspam or replyspam or even likespam in their notifications. Actually, people get really upset about it.

When I found out about this I felt bad for older legitimate users on those domains.

Iirc there was something like standardized moderation policies, would've been more elegant to set a policy to ban only accounts from a cutoff slightly before the start of the spamwave
