At its meeting, the Springfield Economic Development Agency reviewed seven downtown tax lots and directed staff to return with more detailed zoning, pricing and leasing options for 138 Main and 236/240 Main. The board noted a 12-month exclusive negotiating agreement in place for the 437 Main (former U.S. Bank) site.

Committee staff presented draft authority for the Commissioner of Buildings and General Services to transfer roughly 22.9 acres of Southern State Correctional Facility property to the town of Springfield for municipal and economic development uses, subject to zoning/subdivision approvals, negotiated maintenance agreements, brownfields checks, and a sunset if development has not begun by March 2030.

The Springfield Economic Development Agency received a presentation on a proposed Phase 1 of the Glenwood master plan that would provide roads, utilities and river-edge open space; staff estimated the minimum viable Phase 1 at about $9,970,000 and scheduled a required community meeting for Feb. 19.
