Exactly right. In streetlit areas, the only purpose served by headlights is to let other people see you. You don’t need them to see where you’re going. So they don’t need to be particularly bright.
Car headlights are too bright. There's no need for them to light up the road like a lighthouse when in a residential area. Unlit roads in the arse-end of nowhere, perfectly fine. A 30mph road past the shops, it's a bit much. They need a low-low-low beam setting for built-up areas
