Student-services staff proposed a first-offense response to vape possession that assigns 10 days of in-school suspension combined with a required drug-education curriculum; several committee members said 10 days is too long for instructional loss and raised consistency concerns across schools.

District leaders told the board they have identified a narrowed set of Washington priority math standards and a targeted intervention strategy for students who lack prerequisites (notably fractions). The plan includes new in-class assessments, revised pacing guides and ninth- and sixth-grade intervention courses.

District leaders briefed the school board Dec. 18 on assessment changes, diagnostic tools and mandated professional learning under the 2023 Read Act, including Phase 1 completion by July 1, 2026 and Phase 2 by July 1, 2027. Presenters described new diagnostics, progress monitoring, and localized tutoring expansions.

District staff presented 2024–25 OSTP proficiency data showing gains in some ELA scores, mixed math results and plans for curriculum alignment, new screeners and targeted remediation.

Superintendent Dr. Weber and Assistant Superintendent Emily Polanski reviewed state tests and district benchmark data, noting strong early‑grade reading results on i‑Ready and an 18% decline in SAT math proficiency since 2015–2019. The district emphasized professional development, vertical alignment, and targeted interventions.

Thirteen campuses showed notable decreases in intervention recommendations and increased median test scores.

Educational-services staff described implementation of the new SB 114 early-grade reading screener, explained the diagnostic and RAN measures, shared color-coded risk tiers and sample counts of students flagged for intervention, and noted tools for teachers and families.

Several teachers and parents at the East Whittier City School District meeting urged the board to halt a proposed restructuring that would eliminate most site-based intervention specialists and replace them with a smaller number of district coaches, arguing the change risks students who are furthest behind.

Division staff told the board that Title I allocations rose about $73,000 over last year, the division's K–2 progress ranked highly in its consortium, and a new HMH Read 180 intervention is being used for targeted students in grades 3–8.

District ELA proficiency fell from 56% to 48% with the largest drops in grades 4 and 8 and pronounced declines in certain cohorts; administrators proposed evidence-based programs, tiered interventions (READ 180), professional development and consideration of expanded pre-K as long-term strategy.

Deputy Superintendent Ange Goloso told the board that targeted writing professional development and expanded interventions have moved students back to grade‑level instruction and that "at least 66 percent" of seniors scored a 21 or higher on the ACT.

Westview faces staffing issues, leaving 43 students without necessary RTI services this semester.
