Certainly by the 19th century, the Ottomans *themselves* thought they were in decline - there were multiple reform efforts, most famously the Tanzimat, this was a topic of considerable interest to Ottoman literati.

I get super annoyed by people claiming Muslims & Jews lived in harmony before Zionism. The Ottoman Empire had laws creating a legal hierarchy with Muslims at the top, Christians in the middle & Jews at the bottom. The Tanzimat reforms that eliminated that system accelerated Arab nationalism.
An awful lot of what is fucked up about the Middle East today is the result of Arab nationalists deciding to stake everything on a grand project of genociding Israel.
When that failed, their entire nationalist project failed with it. And they left a festering wound by not accepting Palestinians.

As part of Tanzimat reforms, the Ottoman Empire had decriminalized homosexuality. Even to this day, despite Erdogan’s homophobic rhetoric and societal pressures, the legislation has survived.

I find the Kingdom of Hawaii‘s history totally fascinating. It‘s like the story of 19th century in miniature. The program of breakneck modernization that the Kamehameha dynasty carried out fully deserves to be spoken of in the same breath as the Tanzimat or the Meiji Restoration.
