Actor Alan Wheatley who played Temmosus in the serial The Daleks, was also in the 1950s TV series #TheAdventuresofRobinHood. Found this out around 2011 when my mum bought a boxed set of some of the surviving episodes on DVD.

When the Time Lords' new battleship is stolen by the Thals, the War Doctor must try and recover it and restore their alliance in this week's #TBT, Temmosus!

It's Nation at his best - and also a little familiar: you can't watch the scene where the leader of the rebels welcomes the Federation troops by claiming his rights as a citizen and feel the echo of all the scenes where someone did the same with the Daleks, all the way back to Temmosus.

I can't answer your first point but the Daleks and Thals surely speak the same language. Look at how Temmosus goes into the Dalek city speachifying in the expectation that the Daleks will understand him.

It's been ages since I first saw "The Daleks", but this rewatch reminded me one fact about the Daleks that modern Doctor Who tend to forget. They were once teachers and philosophers before they were consumed by hatred and the desire to exterminate. It's scary how hate changes people.

Interesting to see him with Bradley as they both played 60s Doctor Who actors. The year before, Hyde played Alan Wheatley (Temmosus in the Daleks) in Fellow Traveller, a really interesting HBO/BBC movie that very loosely is about how the 50s Robin Hood ITV series gave a home to blacklisted writers
