Ah that would explain it.
Looks like WebNN chain can tap directly into CUDA's optimised kernels instead of using the generic GPU pipeline.
Note how WebGPU uses the 3D pipeline (highlighted) while WebNN avoids it altogether and leverages the "tensor" pipeline (also highlighted) instead.

Yes, indeed. I would expect WebNN to generally outperform WebGPU for this reason. An occasional exception might be if you can combine operations in a WebGPU shader but the WebNN backend doesn't know how to do this for the higher-level ops.
