According to Coinbase's just-filed 8-K (linked), the SEC has agreed to terminate with prejudice its lawsuit against Coinbase *without* payment of any monetary penalty. The 8-K does not state whether Coinbase has agreed to change any practices.

In all events, a huge win for the Crypto industry.
